This is a 70mm Addon Fan for use in your Xbox, it is of the bigger type(70mm) and can be put on top of the small GPU extension heatpipe for example, or in front of the GPU or CPU heatsink to provide it with a fresh airflow.
Or many people also use these as an air intake fan and cut a hole into the chassis.
To power them just connect to the 12V points under the PSU(In the tutorials section there is a guide showing which voltage to get from which spot).
They are of the quiet sort :)
They come with a regular 3-Pin Fanheader, so can also be used in PCs or if you built a custom fan header.
